Smart Defense

Una propuesta de defensa de la OTAN puso en marcha en la Cumbre de la OTAN de 2012 en Chicago para contrarrestar el impacto de la recesión económica mundial al agrupar los activos de los países miembros para que se cree una capacidad de defensa más sólida. El programa pretende mantener la fuerza militar desplegable de la OTAN al tiempo que permite que los países miembros hagan más con menos al compartir los recursos de defensa disponibles en la época de austeridad.

Juntos, los 27 miembros de la OTAN, con exclusión de los Estados Unidos gastan unos 300 millones de dólares anuales en defensa, pero el conjunto es mucho menor que la suma de las partes. Como se ha demostrado en los conflictos de Afganistán y Libia, a pesar de tener más de 1,5 millones de hombres y mujeres en uniformes y cientos o incluso miles de aviones, tanques, barcos y helicópteros en funcionamiento, es muy difícil para la OTAN desplegar y mantener incluso una fuerza de tamaño moderado. En áreas clave tales como aviones de reabastecimiento aéreo de combustible, vehículos no tripulados, guerra electrónica y armas de precisión, la alianza tiene déficit reconocido y constante. En parte, esta es una función de cada miembro de la alianza siendo una nación plenamente soberana que compra más o menos lo que quiere y puede elegir si desea o no participar en una operación.
